Update mirrors in hostedcluster during operator install and skip machineconfigpool check on hosted cluster

1. Operators install process is creating IDMS in the cluster which is not applicable for hcp clusters. For hcp clusters the mirrors should be added in the hostedcluster CR.
2. The check for machineconfigpool should be outside the catalogsource creation method. Creation of catalogsource CR does not affect machineconfigpool.
3. Skip machineconfigpool status check for hosted clusters.
