Cleanup CUDACore dependency from PFClusterProducer/plugin

#49891 removed the legacy cuda framework and HeterogeneousCore/CUDACore does not generate any public shared library. This PR removes the HeterogeneousCore/CUDACore dependency from RecoParticleFlow/PFClusterProducer/plugins`.

This should fix the scram's warning
