Allow the integration suite's host and per-service ports to be overridden via environment variables. Hosts default to "localhost"; ports default to the previously-hardcoded values. New RestHost property exposes the resolved host alongside the existing port properties so test code can construct endpoint strings without hardcoding localhost. Covers primary (WV_TEST_HOST / WV_TEST_REST_PORT / WV_TEST_GRPC_PORT) and RBAC (WV_TEST_RBAC_HOST / WV_TEST_RBAC_REST_PORT / WV_TEST_RBAC_GRPC_PORT) variants.
