Headless app: Add /operate/control/headless-app/ and 8 legacy aliases (/program/, /program/sdks/, etc.) to build-apps/overview.md. The build-apps section already covers headless/long-running apps with a tutorial and overview; these aliases complete the redirect chain. Motion service reference: Copy 3 files from operate/reference/services/motion/ to reference/services/motion/ (the new-IA location).
