Why not handle this in the same PR? I think it makes the most sense to update the version and release notes together.

Since the CVEs where merged when there was NO GA section yet, I created a PR to add them+section. We can cancel these PRs if you want to restruct a PR for release notes GA section.

I'm indifferent to this, typically security fixes are incremental from previous versions. Maybe we just need to document it better? (Alternatively, we could always define fixes compared to X)
