Add High Level Design document for FRR implementation of EVPN-VXLAN L3 Multihoming with backup tunnel support for IP Data Centers. Key features: - RT-4 (Ethernet Segment routes) for multi-homing PE discovery - RT-2 (MAC/IP routes with Label-1=0) for neighbor synchronization - Global L3VNI operation in default routing table (no VRF) - Backup nexthop group creation and management - All-active L3 multi-homing without DF election - Integration with SONiC FPM protocol This complements the SONiC HLD (SONIC-L3MH-backup-tunnel-IPDC.md).
