In https://github.com/rust-lang/lang-team/issues, we have an issue template for a lang initiative tracking issue. If you would, fill that out and nominate it. That will put it on our agenda.

This can be merged, following the process in Rust Forge on project groups with me as the team liaison for lang.

That process is a bit dated; maybe we should combine it with project goals somehow, but it works for now.
