Java + Jreleaser

CLI converted to a spring-shell app with all the jreleaser stuff setup.

The Release action:

1. Updates the version
2. Builds the native images
3. Builds the Universal version
4. distributes the Universal version across homebrew/scoop/jbang
5. Creates a new tag in github
6. uploads all the artifacts to that tag
7. moves to that latest tag

For experimentation - you can use the CLI as is from homebrew with brew install slorello89/tap/smart-cache-cli
