This imitates a remote for an electric garage door opener. I'm not sure how widely this particular device is used, but I know at least two people who own one of these things.
The original device has nine three-way DIP switches that configure a “message” to be transmitted, which must match the one that is set in the receiver. This applet can be used to send and receive these codes.
