Stopped unfinished torrents still report unknown ETA. For stopped finished torrents, use the effective share-limit state: report
0when the configured limits are fulfilled, otherwise keep reporting unknown ETA.The reached-limit check follows the existing MatchAny/MatchAll share-limit semantics.
