Codifies the four-phase extract → frontmatter → propagate → register
protocol for lifting substantive inline transcript content to durable
plan-file artifacts. Sibling to artifact-resurfacing (inverse motion:
content without citation vs. citation without content).

Genesis case: session 9cb55c4d delivered three "engine logs" (statusLine,
Hooks, Subagents) inline; LOG #1 was persisted same-session but LOG #2+#3
were marked "inline only" in closeout. Session beeff468 (2026-05-22)
extracted both from the JSONL and promoted them, discovering a previously
unknown silent-failure class: bash-redirect file creation bypasses the
PostToolUse Write|Edit hook that fires domus-memory-sync, leaving runtime
files un-propagated to chezmoi-source. The skill's Phase 3 verifies
parity after every promotion to prevent recurrence.

Surfaces:
- SKILL.md with four-phase protocol + Universal Rules 2/6/8/9/12 mapping
- 3 scripts (anchor-bounded extractor with Rule-#12 anchor verification,
  schema-validated frontmatter generator with series-aware cross-linking,
  chezmoi-add propagator with parity verification)
- 4 references (engine-log-series register, known-promotion-pitfalls
  register, composition-with-closeout, composition-with-artifact-resurfacing)
- 1 worked example (genesis case end-to-end)

Designed for ongoing unfurling expansion: series register + pitfall
register are append-only; new silent-failure classes and new series
members grow the prevention surface monotonically.

Validates clean against schema. Pre-existing sibling validation errors
(artifact-resurfacing, parametrize-and-cite, workspace-autopsy-governance)
are not in scope and remain untouched.

Not approving yet: the Python 3.11 and 3.12 checks passed, but the Validate workflow is failing and the run log now returns HTTP 410, so the failure is no longer inspectable from the public run. Please rerun Validate or attach the failing output; after that, this setup-python 5 -> 6 action bump can be reviewed against the current failure evidence.
