Change Description

Added workflow for YAMCS CI, and added a conftest file in svc to prepare target environment for file handling.

Rationale

This was needed in order to integrate YAMCS into CI. The conftest file was needed to setup the test environment for files that had file handling in them.

CI runs automatically!

None as of now.
