ci: align release.yml with the canonical template (setup-uv @v7)#235

Adopt the org-wide canonical release.yml. The only behavioural change is the setup-uv pin (@v8.2.0 -> @v7, the highest floating major; setup-uv takes no inputs here so behaviour is unchanged); the rest is comment/example alignment.
