Updates for Chrome 148 beta

The https://collector.openwebdocs.org/ project (v10.17.10) found new features shipping in Chromium 148 beta which was released yesterday. Currently, the collector covers about 90% of BCD, so the following list might not be exhaustive. Also, if a feature is in Canary/behind origin trials/enrollment/isolated contexts, it is not considered here.

With this PR, BCD will consider the following 8 features as shipping in Chromium 148:

• api.Credential.isConditionalMediationAvailable_static (ref)
• api.HTMLMediaElement.loading (ref)
• api.PaymentRequest.getSecurePaymentConfirmationCapabilities_static (ref)
• api.SharedStorage.get (removal) (ref)
• css.properties.all.revert-rule (ref)
• css.properties.image-rendering.crisp-edges (ref) (ref2)
• css.properties.text-decoration-skip-ink.all (ref)

Updated in a different PR:

• • api.PerformanceResourceTiming.contentType

This PR misses:

• The Prompt API that is also announced as shipping. The spec's IDL is not part of webref / browser-specs, so I filed Add new spec: Prompt API w3c/browser-specs#2430. Will see if the spec gets added or if we need manual IDL in the collector for this. I can follow up on this separately.
• SharedWorker and Web Serial API for Android. Will also follow up on this separately. Edit: See Chrome 148 Android ships SharedWorker #29435.
