Allow camp to be updated on-the-fly in build-and-test script.
Assume custom specs are specified with a commit sha.
Instruct spack to treat custom camp deps version as develop.
This will allow Camp CI to trigger a pipeline in RAJA with a specific camp commit reference to be tested.
