ROM patches

Softpatching (IPS and friends, applied by the frontend) works for cartridge content since v3.3.0. Jaguar CD images are loaded by path and are not softpatched. The how-to and the curated known-patch catalogue (with target dump CRCs) live in-repo: docs/rom-patches.md.
