feat(echo): Add echo maven support

Extends the Echo ecosystem to support Maven versioning semantics via the Echo:Maven suffix, allowing Echo to publish advisories for secured Maven packages without affecting the unrelated upstream Maven ecosystem. Versioning is delegated to the underlying Maven ecosystem helper, mirroring the existing Echo:PyPI handling (#5286).

As a general heads-up, we also recently updated our CONTRIBUTING.md to ask that an issue to be created to discuss proposed changes before making a PR, just to make sure efforts are aligned with project goals and to avoid duplicate work.

The Maven support is driven from us and @LaizaAngrest is joining as a contributor from Echo.

We expect to contribute NPM support soon as well.

We will open issues for future contributions, do you want us to open one for this feature as well?
