labeler.yml passes GITHUB_TOKEN to jinzhu/super-labeler-action via the mutable @develop branch. Pin to the current develop commit so the action code is fixed rather than tracking a moving branch. Signed-off-by: kobihikri <kobi.hikri@gmail.com>
