A mousedown on Dashboards cancels the pending hover-open and holds the popover closed until mouseleave, so recents cannot reopen on the click's focus. Enter still opens the submenu.

Summary
I noticed that clicking on the primary item may open an unwanted hover popover, which gets in the way. I decided to suppress it while making sure that keyboard navigation and clicks still work.
