- Updated `EuiToolTip` to respect input modality: hover shows/hides on mouse enter/leave; keyboard focus (`:focus-visible`) shows/hides on focus/blur. Tooltip no longer persists on mouse-click focus or shows on programmatic focus return (e.g. after closing a modal or flyout with the mouse).
