[16.0.X] [NGT] Add ScoutingDiMuonVertexMonitor for HLT scouting DQM

This PR introduces a new ScoutingDiMuonVertexMonitor module for HLT scouting DQM.
The new monitor adds basic validation and histogramming of dimuon vertex quantities from scouting collections, improving online/offline monitoring coverage for scouting workflows especially in terms of impact of tracking / tracker alignment.
No changes to event content or reconstruction output are expected.
No additional dependencies are required.
