Balance in Place Toolkit — Five Elements for CPTED (Balance Toolkit) — v0.1

Practical toolkit & service-level pack to run short CPTED + NbS trials informed by Five Elements (Feng Shui).
A municipal-ready set of templates, QGIS steps, monitoring CSVs, a one-page audit, and an SLA template to pilot, evaluate, and convert small public-space interventions into procurement decisions.


Short description

This toolkit translates Five Elements / Feng Shui heuristics into measurable GIS indicators and step-by-step protocols for low-cost, reversible interventions (planters, lighting, seating, drainage). It is designed for municipal officers, NGOs, urban designers, and students to run 1-week pilots, collect simple KPIs, and make defensible Keep/Move/Remove decisions using an SLA-driven approach. For the following files, the toolkit takes Scampia, Naples, Italy, as an example.

This release: v0.1 — initial public release .

Quick start — run a 1-week pilot (3–5 steps)

  1. Unzip the release and open qgis/scampia_qgis_project.qgz (or follow qgis_README.md to download base layers).
  2. Diagnose (1 day): run viewshed/LOS; compute shaded_path_pct (see HOWTO.md); fill tally_template.csv.
  3. Co-design (90 min): run a short workshop using scampia_toolkit_appendix.pdf and operationalisation_matrix.pdf.
  4. Pilot (1–3 days): install reversible measures (planters, solar bollards, seating). Log costs in KPI_dashboard_example.csv.
  5. Monitor & decide (1 week): collect 15-min tallies; fill intercepts; apply scoring_rubric.xlsx; use SLA_template.pdf thresholds to Keep/Adjust/Remove.

  • All sample data included are anonymised or illustrative.
  • Obtain written consent before publishing photos or direct quotes (consent_templates/participant_consent.docx).
  • Do not redistribute proprietary base layers; follow qgis_README.md to recreate them.
