I have not had time to pull the installer and check the rendering in the final product but this looks right to me and I suggest it get merged

Description
Following the UI changes and upgrades from PRs #3965, #4009, and #4017, I have updated the help documentation to include the different background and option tabs, the IRENA-style trust bar, and the PDF report.
