rocm-7.2.4: [rocBLAS] [hipBLAS] CHANGELOG update for 7.2 (#2668) (#2849)

rocBLAS code for ROCm 7.2.4 did not change. The library was rebuilt for the updated ROCm 7.2.4 stack.
