Summary

  • Route bounded brownfield changes through explicit brownfield authority instead of forcing unrelated roadmap phase membership.
  • Split planning and next-step behavior by authority so active, blocked, ready-for-verification, and closed brownfield states have distinct outcomes.
  • Harden generated helper parity, closed-state continuity, material drift blocking, and authority-conflict coverage.
