This PR brings in "safe" Flang fixes for v12 that are being tracked in #1036.
Some have already gotten into v12 in the @sdrabenh GCMv12 tags. Some are waiting for the move to FMS 2025 (see #933).
But some are just fine to take now. They are mainly simple Fortran fixes since Flang is stricter.
