Changes m9k balancing from a tomato soup full of ghost peppers to a delightful chili stew.

In other words, general m9k nerfs while increasing gun variety by giving more distinct and/or gimmicky stats to different guns. (e.g. tec9 being super fast rate of fire, but very high recoil)

How are the nerfs calculated? Also, are we basing it off of vibes or is it based off of actual user feedback? I guess I'm not understanding why nerfs this significant are being pushed?

EDIT: Also maybe for future reference we can add some comments about the original values of the m9k values

The impetus for this pr as a whole is 2+ years of common, near-universal feedback/complaints from players and personal experience. M9K is very overtuned, and some weapons more than others. The pr also aims to freshen things up by making guns have more variety, able to cater to more playstyles instead of being a flood of very similar weapons.

As for the exact numbers, it's from testing them on bots in p2p. Having actual player vs player testing is very much needed to refine the numbers from here, hence the request for a staff test.

I would like to add the original values in comments, though I need to find a good way to format it without creating an overly dense mess or making everything super spread out across hundreds of lines. I'll try taking another stab at that soon.
