[API]: Add filter for date range to transfer API

API Overview

Want to be able to filter transfers API for date ranges (as well as epochs which exists currently)

API request details

• Add a filter for date range (the timestamp is there already)

Filtering requirements (inputs)

• Date to / date from similar to other APIs

Additional Details (optional)

This likely isnt needed for now cos there are not enough TXs ... but have stuck it in the backlog so we do it at some point if the number of TXs get longer.
