UX: Tooltips and Linebreaks for Legend Labels

Enhancement Description

The configuration for legend labels should allow for tooltips in the legend and also allow for line breaks. For an example, kindly see the image below where it would be really helpful to have tooltips in legends as the site information is getting truncated.
