Remove /etc/firefox/policies/policies.json please #11

Description

@rkouznetsov

I like Mate desktop, but for some reason it comes with the file /etc/firefox/policies/policies.json.

The presence of this file cause firefox to be unable to change the default homepage.
As a by-product firefox in about:preferences#general shows "Your browser is being managed by your organization.", which is just not true.

I see no reason why using mate should preclude users from choosing their homepage and make the browser to lie.

removing ubuntu-mate-settings package for some reason wants to remove entire mate, so purging the whole package is not an option.
It took me quite some time to figure out the cause of the problem.

The workaround for now was to remove the file, but it is no more than a dirty hack...

Thank you!
