Failed workflow runs are cleaned up by .github/workflows/cleanup-failed-runs.yml, which listens for completed workflow_run events from CI, DNA CI/Preview/Security, Publish npm, and path-style workflow names (used when a workflow file fails validation) and deletes failures immediately after they finish. A six-hourly schedule and manual workflow_dispatch sweep any backlog. DNA ci install scaffolds the same cleanup workflow for consumer projects.
Billing / spending-limit lockouts: when GitHub cannot start runners (failed payment or Actions spending limit), jobs fail in a few seconds with empty steps. Cleanup skips those runs and always uses continue-on-error so a billing outage does not spawn a cascade of failed cleanup workflows. Lab /labs Quality → CI surfaces a dedicated GitHub Actions billing blocker banner with a link to GitHub Billing.
Public repositories use free GitHub Actions minutes. Private repos under a personal account require a valid payment method and sufficient Actions spending limit. If Lab shows wall-to-wall CI failures that finish in ~2–10s with a billing badge, fix billing first — re-running tests will not help until runners can start.
When ci.pushToPreview is true, dna ci install scaffolds .github/workflows/dna-preview.yml with Vercel or Netlify templates and an optional branch filter. See Integrations.
