Feels natural to automate that; actually thecrawl will mark them after a couple of weeks anyway and will not accept an automatic resurrection anyway. thecrawl tombstones them.
E.g. On the first weekend of a month, check 404 packages, and send PRs for packages that fail for more than (...) 3 weeks.
