Add option to fail build if annotations are added

This could be if allowed endpoint is not entered correctly and cannot be resolved. Harden runner reverts instead of failing the build.

Another scenario is when source code file is overwritten. Harden runner adds an annotation, but does not fail the build.

This option or set of options would allow developers to configure based on their preference of hard fail of the build vs. annotation.
