pop_selectevent why latency value is necessary to extract epochs

I'm new in EEGLAB and I going to follow a web tutorial and I have a issue with extract epochs for stimulis target and not target. When I write the condition in Select epoch/event for Target (StimulisType -- for type and position 1) I need to put max and min for latency in 0, why? (For not target, I use the invert option)
