Does this only work on Colab?

I haven't had much success getting the notebook to run properly on environments other than Colab. I was trying to run it elsewhere because of costs.

• Paperspace was giving me errors about "Unable to connect to Cloudflare Edge"
• GCP Vertex AI Managed Notebooks kept throwing an error that a "GPU wasn't detected." I had a NVIDIA Tesla T4 running in a CUDA 11.0 environment.

Any sense of what I may have been doing wrong in GCP?
