I have a self hosted instance of keeper.sh:
I am syncing from an ics feed into a caldav (nextcloud) calendar and all times are off as in the nextcloud calendar all events are created with the UTC timezone. The source ICS has TZID:Europe/Berlin in the events. Also setting the timezone in the keeper-services container to Europe/Berlin did not change anything.
