[BUG] password options not working as expected

Describe the bug
Parameters for secrets are not exclusive (ssm and secrets manager) as well as password field is not active.

To Reproduce
Steps to reproduce the behavior:

1. set a value for password
2. do a terraform apply

Expected behavior
RDS Master password is set

FYI seems like there is something wrong with this eval :

password = try(module.password.secret, random_password.password[0].result,var.password)

as it does NOT assume var.password unless it comes as a first arg on the try call !!??

I see https://github.com/rhythmictech/terraform-aws-rds-postgres/blob/master/main.tf#L7, I'm not sure if local.password gets reevaluated if the value of var.password changes from null after an apply. It sounds like it's not and that's what's causing this issue.
