Settings: on the navigation the cursor doesn't change over a link.

Describe the bug
Mousing over the links in navigation of the Settings panel does not cause the cursor to switch

To Reproduce
Steps to reproduce the behavior:

1. Go to the links in the settings panel
2. mouseovoer a link
3. cursor doesn't change
