Lifecycle rule wizard conversion with Deep Archive changes (#2971)

Converts the lifecycle rule form into a 4-step wizard
(General Config → Conditional Filters → Actions → Review)
and adds support for transitioning objects to IBM Deep Archive
storage class.

Key changes:
- Convert Lifecycle Rule form to multi-step wizard format
- New Deep Archive transition actions added
- Conditional display of transition actions according to bucket
- All action accordions expanded by default
