pyrus.phar cannot run-phpt any more

whoever removed the PEAR2_ prefix forgot to test to see if we could do any developer commands, and now it is impossible to re-build pyrus.phar or do pyrus.phar run-phpt. Nice :)

legacy problem: my existing repo did not have pyrus.net channel. We need to forcibly install missing channels on changes like this, or at least notice that they are missing.
