It creates a new cluster from a set of Redis whose cluster-enabled is yes but not serving in any cluster yet.

It could create a cluster with only one Redis.

It does not apply to a cluster that already exists. To add such a cluster, you could register any of its nodes, then go to its Redis node panel page (via its link, at the index page), and click Auto discovery button.
