Move inline JS to separate JS files

Once we move to hugo, js minification and caching will help with keeping page load times down.

Examples:

• algolia.html - the style patching
• head.html - qr code generation
• default.html - table patching & toogle links
• page.html - processing modalButtons and .boxN classes

Hi, I'd like to work on this issue. I have experience with JavaScript and would be happy to move the inline JS into separate files while preserving the existing functionality. Could you please assign this issue to me? Thanks

@Daksha1611 this is overlapping with the ongoing GSoC project for website modernization that is assigned to @MuhammadAashirAslam. I would leave it up to @MuhammadAashirAslam to decide.
