docs: ship PROGRAM.md and tuned prompts — show the thinking, not just the code

Replaces generic starter prompts with the real tuned versions.
Adds PROGRAM.md behavioral spec (extraction rules, schemas,
consolidation logic, autoresearch pattern). The code is plumbing;
this is the brain.
