uinput on wayland assumes keyboard layout is american

Describe the bug

I recently started using wayland on Linux, so I started using uinput. My understanding of uinput is that it emulates key presses, but in doing so, it assumes that my system currently interprets keypresses as on an American QWERTY layout, which presses the wrong keys in some cases, since my system uses a UK QWERTY.

Plover settings include an option for 'Linux keyboard layout', but it only gives options like Colemak and other alternate layouts, but not different variations of QWERTY.

Steps to reproduce the behavior:

1. Use a British keyboard layout.
2. Stroke "

But instead, @ appears (and vice versa).

What is Configure > Output > Linux keyboard layout set to?

Try using wayland-auto; that can detect your first layout if you don't switch.

Did that before I opened the issue — it just occurred to me that maybe I needed to restart Plover, so I did that, but the result is still the same.

Just updated to 5.4.0 and it's the same. I also suspected it might be because I use a custom keyboard layout, but I tried switching to a completely normal British layout (and restart plover), and " still gives me @. If I'm not mistaken, the problem should be in the communication between Plover and the kernel through uinput? I thought about contacting the uinput plugin, before I remembered it has already been folded into upstream.
