OAI does not skip the BLunlock step even if asked to

Describe the bug
When flashing enchilada , we tick the "bootloader already unlocked" but the step was not skipped

To Reproduce
Steps to reproduce the behavior:

1. tick the "bootloader already unlocked
2. observe that the step was not skipped

Expected behavior
Like before , this step should be skipped
