tls=true is not added to URI

[p-mongo]

The auth-and-ssl configuration produces the following expansions:

[2019/03/05 12:17:54.569] + export AUTH=auth
[2019/03/05 12:17:54.569] + AUTH=auth
[2019/03/05 12:17:54.569] + export SSL=ssl
[2019/03/05 12:17:54.569] + SSL=ssl
...
[2019/03/05 12:17:54.569] + MONGODB_URI='mongodb://bob:pwd123@localhost:27017/?authSource=admin'

As tls=true is not included in the URI, this URI fails to connect to the cluster.

I think one of the old concerns here was mixing of ssl and tls args. That should no longer be a problem if all drivers have dropped support for ssl=true.
