[BUG] Scrape RomM metadata for already downloaded ROMs #386

Bug Description

Whenever NeoStation is introduced to a device that already has an existing collection, if it's to be connected to RomM, it doesn't pull the metadata/media of ROMs present in the device prior to this linking, neither automatically nor does it allow for a manual rescrape (other than with ScreenScraper).

Steps to Reproduce

  1. Have a ROM already on device before setting up RomM linking
  2. Set up RomM linking in NeoStation
  3. See that the ROM(s) that were already there didn't get any metadata/media pulled from RomM

Expected Behavior

It's not an either-or, could be both, but I'm thinking of both a scanning to match existing ROMs to the linked RomM and pull the metadata when it's set up, or/and having the download button on RomM pull that data from a given ROM if already downloaded, instead of just doing nothing.
Alternatively the rescraping button could also be in the editing menu of a ROM, where it normally is just for ScreenScraper, but perhaps could fallback to RomM when clicked instead of also doing nothing when ScreenScraper is not linked.
