CLASS C Device

Class C device functionality is provided?

The branch issue208-578a contains a Class C implementation that is almost working. However...

1. It is based on changes for Refactor LMIC to support secure element #578, which was never merged because the reference secure element turned out not to be available for open source use in the way needed at the time.
2. It was done prior to merging the changes for SX1261/1262 support and so needs to be updated.
3. It needs final debugging, because I ran into problems that outstripped my budget.

As I mentioned, the flag-based architecture is not really very extensible and is hard to debug. I think today that probably it could be fixed with a few days debugging, but ... that time is hard for me to arrange.

I would be happy to accept help on this if anyone wants to pick up the effort. The secure element changes were actually good for "best practices" in security, and they didn't change the size of the code appreciably.
