Add the ability to not allow publishing on certain days (eg during holidays)

Companies have different policies around this. Like don't deploy on Fridays and weekends. Or no changes during holidays. Or a freeze 1 week before Christmas.

Considering Tag Manager changes are just like deploys, it'd be very valuable to have this feature available reducing possible downtime etc.

Thank you for creating this issue @tsteur . This sounds like a good enhancement for our customers. We could possibly add this as a system setting where superusers are able to set specific dates, days-of-week, ... when publishing is not allowed. Although, we would likely need to provide some sort of emergency override for deployment of urgent fixes.
