Thank you for creating this issue @tsteur . This sounds like a good security enhancement. I don't think that we'd want to make this the default behaviour for existing customers, but possibly for new customers. Maybe a new system setting where superusers are able to enable/disable the requirement for previewing before publishing would be a good approach.
